
The Special Operations Bureau contains four sections that are vital to the continued high quality standard of service the City of Mansfield has come to expect. The four sections include The Detective Section, Professional Standards, Forensic Science Section, and Crime Analysis. The Special Operations Bureau is under the command of Captain Randy Carver.
Detective Section
The Detective Section falls under the command of the Special Operations Bureau. The Detective Bureau consists of two units, the Major Crimes Unit and the Juvenile Crimes Unit. The Major Crimes Unit consists of 1 Lieutenant, 1 Sergeant, and 4 Detectives. One of the four detectives is specialized through a Domestic Violence Grant. This grant is made possible by the Federal Violence Against Women Act. The Juvenile Crimes Unit consists of 2 Detectives. One of the two Juvenile Crimes Detectives is currently assigned to Richland County Children Services.
Professional Standards
The Professional Standards Unit is responsible for grant writing, Officer training and continued education, Field Training for newly hired Officers, hiring and recruitment, Reserve/Auxiliary Unit, and Accreditation.
Northern Ohio Violent Crime Consortium (NOVCC)
The Northern Ohio Violent Crime Consortium (NOVCC) was established through the United States Attorney’s office of the Northern District of Ohio in 2007. The collaboration includes the largest eight cities in the district to include: Akron, Canton, Cleveland, Elyria, Lorain, Mansfield, Toledo and Youngstown. This project has fostered a greater level of cooperation between law enforcement at the local, state and federal levels and has resulted in significant training opportunities as well as an increased analytic capacity through the Intelligence-Led Policing philosophy.
Forensic Science Section
The Forensic Science Section operates under the command of Tony Tambasco, civilian Scientist. This section is responsible for processing of crime or incident scenes and the collection, analysis, and storage of evidence.
Internal Affairs
The employees of the Mansfield Division of Police are committed to the delivery of quality police service to all citizens. They strive to serve the public professionally and within the high standards that are set by Division policy and procedure.
Reserve/Auxiliary Unit
The Auxiliary Unit was developed to increase interest in law enforcement and has proved to be an effective recruitment tool over the years. The Unit is comprised of Reserve Officers, Auxiliary Officers and Law Enforcement Cadets. Auxiliary Officers are civilian volunteers 18 years of age or older who are not certified by the State of Ohio as a Police Officer. Reserve Officers are civilian police volunteers, 21 years of age or older with current certification by the Ohio Peace Officers Training Commission, certifying them as an Ohio Police Officer.
