Chief of Police
Chief Jason Bammann began his career with the Mansfield Police Department in August 1999 as a Patrol Officer in the Community Services Bureau on both the afternoon and night watch patrol shifts. He was promoted to Sergeant in September 2014 supervising the Traffic Section before returning to Patrol. Bammann was then promoted to Lieutenant in February 2018 and was assigned to the Administrative Section where he began working with grants, supervised the 911 Communications Center and the Drone Unit, and served as the department’s Incident Commander. In December of 2019, Jason was reassigned as the METRICH Task-Force Commander, and in June 2021 he was promoted to Assistant Chief helping to oversee the entire agency including Dispatch and Records.
Jason is a lifelong resident of Richland County graduating from Madison High School in 1992. He obtained his Bachelor’s Degree in Criminal Justice & Corrections in 2017 and completed his Master of Public Administration in 2019. He has been married to his wife Stephanie since 1996 and has two children.
Community Services Bureau
Almost every police call in the city is initiated within the Community Services Bureau, making it the busiest and largest in the Mansfield Police Department. Uniform patrol handles the bulk of all police activity, from emergency responses to minor complaints and everything in between. The Community Services Bureau is comprised of the Uniformed Patrol and Traffic Section which includes the Motor Maintenance Unit.
Office of the Assistant Chief
The Assistant Chief of Police is a senior leadership position within a police department, responsible for assisting the Chief of Police in overseeing daily operations, strategic planning, and administrative functions. They help implement department policies, manage personnel, and ensure effective coordination between various divisions, such as patrol, investigations, and community outreach. The Assistant Chief plays a key role in budgeting, training, and policy development while also serving as a liaison between law enforcement, government officials, and the community. In the absence of the Chief, the Assistant Chief may assume command, ensuring continuity in leadership and public safety operations.
Office of the Chief
The Chief of Police is the highest-ranking officer in a police department and is responsible for overseeing all law enforcement operations, personnel, and community safety initiatives. As the department's leader, the Chief develops policies, manages budgets, and ensures compliance with local, state, and federal laws. They work closely with government officials, community leaders, and other agencies to address crime, implement public safety programs, and foster positive relationships between law enforcement and the public. The Chief also provides strategic direction, oversees training and development, and ensures officers uphold the highest standards of professionalism and integrity.
Special Operations Bureau
The Special Operations Bureau of the Mansfield Police Department encompasses several specialized divisions, including the Detective Section, the Forensic Science Section, and the Office of Professional Standards. This bureau is responsible for managing complex investigations, collecting and analyzing forensic evidence, and ensuring departmental integrity and accountability. The Detective Section focuses on in-depth criminal investigations, solving serious crimes, and gathering intelligence. The Forensic Science Section provides expert analysis of physical evidence to support investigations. The Office of Professional Standards oversees internal affairs, conducts audits, and ensures that officers adhere to the highest ethical and professional standards. Together, these divisions play a critical role in maintaining public safety, solving crimes, and upholding community trust.
Patrol Section
The Patrol Section serves as the frontline of law enforcement, responsible for maintaining public safety and order within the community. Officers in this section conduct routine patrols, respond to emergency and non-emergency calls, investigate suspicious activities, enforce traffic laws, and provide immediate assistance during incidents. They play a critical role in crime prevention through visible presence, community engagement, and rapid response to incidents. Additionally, the patrol section collaborates with other specialized units, gathers intelligence, and supports investigations to ensure a comprehensive approach to public safety.
Traffic Section
The Traffic Section oversees special events, including parades and large events; the maintenance of the division’s fleet, and the Parking Enforcement program.
Administrative Lieutenant
The Administrative Lieutenant oversees the operations of two key departmental units: the Ceremonial Motorcycle Unit and the Unmanned Aerial System (UAS) Unit. Their responsibilities include coordinating training, ensuring compliance with evolving legal case law, and staying up to date with advancements in technology.
Additionally, the Administrative Lieutenant supervises the U.S. Marshals Task Force, providing leadership and strategic oversight. They also manage the Federal Vest Program, serve as a member of the Community Corrections Board, and take on various short-term projects assigned by the Assistant Chief of Police.
Chaplins
The Chaplain provides spiritual and emotional support to law enforcement officers, department staff, and their families, as well as to the community during times of crisis. Serving as a non-denominational resource, the chaplain offers guidance, counseling, and encouragement in both professional and personal matters.
Crime Analyst
The Crime Analyst (C.A.) plays a vital role in supporting detectives and officers by providing critical crime data and criminal intelligence. They assist with shift operations and fulfill external requests from neighborhood watch groups, media outlets, and other stakeholders. Actively participating in the NOVCC Collaborative Grant initiatives, the C.A. works closely with Command Staff to assess and address the agency's crime mapping needs.
Additionally, the C.A. conducts in-depth research and provides support for the Opiate Board, contributing to efforts in combating the opioid crisis. They also assist with the “Gun Violence Initiative,” focusing on individuals identified as using firearms in violent crimes within the City of Mansfield. Beyond these responsibilities, they play a key role in administrative operations, aiding the Chief of Police with the first Community Debriefing and compiling essential data and statistics for various reports. Their expertise extends to working with IAPro software and Internal Affairs, ensuring comprehensive crime analysis and accountability within the department.
PSCC
The Public Safety Communication Center serves as a hub for emergency and non-emergency response coordination. Operating 24/7, it connects the public with first responders, including police, fire, and medical services. Highly trained dispatchers receive and assess calls, prioritize incidents, and deploy appropriate resources while maintaining constant communication with emergency personnel.
Utilizing advanced technology, the center ensures accurate and efficient dispatching, supports real-time situational awareness, and facilitates interagency collaboration. Beyond emergency response, it also manages records, monitors public safety systems, and provides essential data for operational planning. The Public Safety Communication Center is a lifeline for the community, ensuring rapid, reliable, and coordinated emergency response to protect lives and property.
Records
The Records Department is responsible for managing, maintaining, and safeguarding all official law enforcement documents while ensuring accuracy, security, and compliance with legal regulations. This department serves as a crucial support system for law enforcement operations, legal proceedings, and public records requests.
Transcribing
The Transcriber is responsible for accurately converting audio recordings, reports, and interviews into written documents for law enforcement agencies. Their work is essential in maintaining detailed and precise records that support investigations, legal proceedings, and departmental documentation, ensuring accuracy and efficiency in law enforcement operations.
Administration
The administration personnel consists of the chief’s secretary and a police aide. They are responsible for organizing and maintaining records, reports, and correspondence, handling phone calls, and assisting the public with inquiries. They play a crucial role in maintaining efficiency and organization within the department and supporting law enforcement operations through effective administrative management.
Finance Management
A confidential secretary responsible for budgeting, purchasing supplies, processing invoices, and supporting grant managers with grant-related needs.
Special Assignments
Special Assignments is comprised of officers who work with the U.S. Marshal’s Task Force, an officer who works with the F.B.I. on Internet Crimes Against Children (ICAC), and the C.A.T. (Community Action Team)
Special Investigative Section
The METRICH Enforcement Unit/Special Investigations Section (SIS) through long and short-term investigative strategies, investigates crimes involving drug trafficking, drug abuse, weapons, gang activity, and vice-related crimes as well as other sensitive investigations. Acting as a fusion center for Richland County, the unit maintains a substantial intelligence database as well as a large inventory of specialized technical equipment.
Detective Section
The Detective Section consists of two units; the Major Crimes Unit and the Juvenile Crimes Unit.
Forensic Science Section
This section is responsible for the processing of crime or incident scenes and the collection, analysis, and storage of evidence.
Neighborhood Impact Section
The Neighborhood Impact Section focuses on building strong relationships between law enforcement and the community to enhance public safety and quality of life. This specialized unit addresses neighborhood-specific concerns by proactively identifying and resolving issues related to crime, disorder, and nuisance activities. Officers work closely with residents, businesses, and community organizations to foster trust, encourage collaboration, and implement problem-solving strategies. Through targeted patrols, community outreach, and crime prevention initiatives, the Neighborhood Impact Section aims to create safer, more connected neighborhoods across Mansfield.
Office of Professional Standards
The Professional Standards Unit is responsible for grant writing, Officer training and continued education, Field Training for newly hired Officers, hiring and recruitment, Reserve/Auxiliary Unit, and Accreditation.
